Tolpanvaara wind farm completed – Fimpec provided Owner’s Engineering services

Enefit Green’s first wind farm in Finland, located in Tolpanvaara, Pudasjärvi, has been completed. The project was characterized by excellent collaboration among all parties involved, with Fimpec providing Owner’s Engineering services.

The Tolpanvaara wind farm was connected to the electrical grid in August 2023, and since then, its 13 wind turbines have been generating electricity for the national grid. Construction works, which began in February 2022, were completed in October 2023 and the wind turbines were handed over to Enefit Green in April 2024.

Lauri-Olavi Siitam, Project Manager at Enefit Green, says that The success of wind farm construction project was greatly supported by the expertise and commitment of Fimpec.

Heikki Karjalainen, the Operational Director who led the project at Fimpec, continues that the success was due the experienced stakeholders and the strong cooperation among all parties. The infrastructure contractor for the project was Infra Builders Oy, the turbines were supplied by Nordex Finland Oy, and Metsähallitus was the project developer.

“Smooth cooperation was key to this project. It progressed with a positive spirit and skilled management. It’s also important to highlight the excellent project development work by Metsähallitus, which took into account the unique aspect that the wind farm is located in a reindeer herding area.”

Owner’s Engineering ensured presence

Fimpec was responsible for providing Owner’s Engineering (OE) services for the Tolpanvaara wind farm project. This included managing regulatory tasks, communication, stakeholder engagement, engineering review, schedule tracking, cost management, reporting, site supervision, and safety coordination. During the project, Fimpec was also in charge of supervisory tasks during the installation phase, as well as monitoring and safety coordination. Following the completion of the construction works, Fimpec will continue to handle the warranty period supervision.

Lauri-Olavi Siitam says that Enefit Green decided to use the Owner’s Engineering model for this project to ensure that they had a dedicated owner’s representative on site who could provide continuous oversight and manage the day-to-day complexities of construction.
