About the project
In May 2024, the City of Jyväskylä began restoring the upper part of Tourujoki, which flows between Lake Palokkajärvi and Lake Jyväsjärvi. The goal is to return the river to its natural state. The Tourujoki restoration project is of national significance, as the river is located in a central urban area, and the project includes constructing a new riverbed approximately 200 meters adjacent to the Kangas residential area.
During the summer of 2024, a bottom weir will be constructed in Lake Palokkajärvi, which will regulate the water levels of the lakes upstream of Tourujoki in the future. The section between Lake Palokkajärvi and the Kangas area will see the restoration of old, rapids-like fish spawning and nursery areas. Additionally, the project includes the construction of a new bridge, retaining wall structures, and seating areas reflecting the industrial history of the area.
Fimpec’s role in the project
Fimpec has been involved as the construction consultant for the City of Jyväskylä since the beginning of the project, providing expertise in organizing market dialogues and tendering processes. The construction work is carried out by Savon Kuljetus Oy, which began work in May 2024. The aim is to complete the project by November 2026. The restoration work covers the area between Lake Palokkajärvi and Kangas.
During the restoration, Fimpec is responsible for project management. Fimpec’s task is to oversee the safety, quality, schedule, budget, and environmental factors of the restoration work. The project includes an extended development phase where the contractor, client, and project management team collaborate to find the best solutions to complete the project cost-effectively, safely, and with high-quality standards.

“Fimpec plays a key role in site supervision because the city lacks the resources and specialized expertise for this. Through Fimpec, we have also gained insights from fishery experts, as it is important to understand the factors affecting the spawning of migratory fish, especially lake trout,” says Toikkanen.
“During the extended development phase, we decided to pay special attention to communication. Before work began at Kangas, a public information meeting was held. The work particularly affects the residents of the Kangas area, which is why the contractor provides weekly updates on the progress of the work. The restoration of Tourujoki also interests city residents and the media due to its central location,” Toikkanen adds.
